In Canada no, they are in the pharmacy section in the supermarket but you just pick them off the shelf. I have just looked at my box of nicotine gum though, and it says "not to be used if under 18" which makes me think they might not let you buy it. But you can always ask and they can always say no. I found that the gum was better for me, in that you have the nicotine but also you have something to do with your mouth, which you don't get with the patch. They are all quite pricey though, and your father may not use them anyway. But thanks for trying.
